Fred Carr, CPA, MBA, CDFM-A
Director of Accounting Policy and Reporting, under the Assistant Secretary of the Air Force (Financial Management & Comptroller)
Mr. Carr started his military career as a Flight Medic in the Mississippi Air National Guard in 1984; he later transferred to active-duty in the Air Force and completed 4 years of honorable active service.
Mr. Carr then attended Wright State University full time, and completed a dual Bachelor of Science degree in Accounting and Finance in 1991. He then joined the Air Force as a civilian financial management intern; he became the Project Manager for Contract Depot Maintenance (a multi-billion dollar program), where he re-hosted the financial system, and eventually through intensive analysis made the business case to remove the program from the Working Capital Fund. He was also a liaison in the merger of Air Force Logistics Command and Air Force Systems Command to what is presently Air Force Materiel Command.
In 1992 Mr. Carr converted to DFAS and performed financial statement consolidation reporting. In 1994 he was inducted into the Ohio Society of Certified Public Accountants. When the opportunity presented itself, he came back to the Air Force, and he went on to work Special Projects for the Air Force Materiel Command (including Activity Based Costing). He was also the resident cost accountant for conversion of the Defense Security Service to Working Capital Fund.
In 1999 Mr. Carr was selected to participate in the Army Comptrollership Program at Syracuse University, completing the program in 14 months; he received a Master's of Business Administration (MBA) along with recognition for the Chancellor's Awards for Community Service.
Returning to the Air Force, Mr. Carr was the FM lead in implementing the Depot Maintenance Accounting and Production System. Next he joined the Air Force System Office as the technical advisor and completed the initial plans for the "as is" to the "to be" migration plan for Air Force Financial Management Systems.
Mr. Carr then initiated and received approval for implementation of the e-invoicing system, Wide Area Work Flow (WAWF), where he did the analysis, received the funding, formed a government and contractor team, and performed the training of vendor users and government users. The system has been implemented Air Force wide and serves as a key improvement in DOD E-Government. Further Mr. Carr received the Department of Defense Comptroller award for Innovative Technological Improvement in Financial Management.
Mr. Carr then left the Technical Advisor position to become the Air Force Functional Manager for the Defense Enterprise Accounting and Management System (DEAMS). He led a team of functional experts in selecting the Oracle Software Application for the future Air Force Accounting system to support Compliance and Clean Audits. Mr. Carr wrote the original concept of operations for DEAMS and performed duties as the Air Force Functional Manager until his appointment as Chief of Accounting Policy and Compliance.
Soon after, the Air Force merged the Accounting Policy and Compliance Office with the Financial Reporting and Financial Improvement Office in order to leverage and integrate the knowledge base of these two complementary organizations.
Mr. Carr is currently the Director of Accounting Policy and Reporting, under the Assistant Secretary of the Air Force (Financial Management & Comptroller), where his primary responsibilities include accounting policy, compliance, financial reporting, financial improvement, and audit readiness.
