Mr. Apgar is a Senior Manager in Deloitte's Enterprise Risk Services (ERS) group within the Public Services industry. He has over twenty one years of professional experience with significant concentration in management consulting. He has extensive experience in assisting clients with activities and deliverables associated with all phases of the System Development Life Cycle. Specifically, he has practical knowledge and experience in auditing, controls analysis, independent verification and validation, requirements definition, system analysis, design, configuration, testing and cutover, process mapping, project management, conducting training, business development, managing and writing large proposals, assessing and analyzing financial policies and procedures, risk analysis, and business process improvement and reengineering.
